ATEM publishes the Journal of Higher Education Policy and Management. It is a refereed Journal of high integrity and quality which is posted to ATEM Members in February, April, June, August, October, and December each year. Non-members can also subscribe to the Journal which is one of a stable of publications produced by Taylor and Francis in Oxford, UK. However, we invite you to enjoy the myriad benefits of ATEM membership.

ATEM Journal Guidelines:

1. Background

ATEM has always published a Journal. Members' surveys in 2000 and 2005 confirmed that members want the Association to continue to sponsor a scholarly journal. These guidelines outline the current arrangements associated with editorship, operation and publication of the Journal. In 2011, the Journal is in its thirty-third year of publication. It began life as the Journal of Tertiary Education Administration in October, 1979. The Journal changed to its current title in 1997. During 2008, the LH Martin Institute for Higher Education Leadership and Management became the Journal’s co-sponsor. Those interested in a brief history of the Journal’s contents and authors during the first thirty years could read Dobson’s paper ‘The Journal of Higher Education Policy and Management: an output analysis’, published in Volume 31 No. 1 (2009) of the Journal.

The Journal is published under Taylor & Francis Group’s Routledge imprint.

2. Editor/s and Editorial Board

Council approves the appointment of editor/s for a renewable term of office of three years. The nature of this volunteer assignment means that co-editors are usually appointed. The division of duties between co-editors is decided by the incumbents.  An agreement detailing responsibilities of ATEM, the L H Martin Institute and the Journal is signed by the ATEM President and the Journal editor/s each time the term of office of the editors commences or is renewed.

The Editorial Board is appointed by the editor/s, with advice to Council for noting. The Editorial Board is reviewed by the Editors at least annually.

The editor/s receives a small emolument, a sum decided upon by Council. The editor/s also has access to the editorial expenses made available by Taylor and Francis.

The editor/s usually attends each September Council meeting to provide a report on the Journal's activities.

The editor/s is responsible for negotiating renewals of the publishing contract with Taylor and Francis, with Council approving those negotiations before a new contract is signed.

3. Reporting to Council

A report on the Journal's activities and finances is provided to each Council meeting. A report on current subscriptions is also included in this report. An annual financial statement and accounts are provided at the appropriate Council meeting.

4. Journal Distribution

The ATEM Secretariat provides Taylor and Francis with a data file from which they produce address labels for distribution of each issue of the Journal to ATEM members. In addition, Taylor and Francis distribute the journal to institutional and personal subscribers.

5. Other Activities

From time to time, the editor/s of the Journal may organise related activities, such as Writers' Workshops. These workshops are intended to provide novice authors with advice and guidelines on how to prepare an article for publication in a scholarly journal. The workshops are usually held in conjunction with the Annual Conference.

6. Feedback

Feedback from members about the Journal is obtained from regular surveys of members undertaken by ATEM.

Authors can also contact the editor/s for advice on how they might increase their chances of having their work published in the Journal. 'Instructions for Authors' can be found here. Authors should note style and format requirements carefully. Papers should include author/s names, affiliation/s and contact details. Papers to be sent for peer review will be rendered free of author identification by the editor.
